EFSA approves use of emulsifier in food contact materials

The European Food Safety Authority (EFSA) said it has no safety concerns for 3H-perfluoro-3, ammonium salt, for use in food contact materials under specific conditions.

The substance is used as an emulsifier in the production of various fluoropolymers. Because it is utilised as a polymer production aid (PPA) and has no function in the final article.
Coatings are sintered to surfaces using temperatures between 300°C - 380°C for approximately 10 minutes. The producer recommends at least 280°C for 10 minutes to achieve the desired effect.
Experts from the food safety watchdog’s CEF Panel concluded inclusion of 3H-perfluoro-3-[(3-methoxypropoxy) propanoic acid], ammonium salt could be permitted within a number of caveats.
Firstly it can only be used in the polymerisation of fluoropolymers processed at temperatures higher than 280°C for at least 10 minutes, said the Parma-based body.
The second condition is that it is used only in the polymerisation of fluoropolymers for being processed at levels up to 30 per cent and temperatures higher than 190°C into polyoxymethylene polymer for repeated use articles only, said the panel.
Applications
It is envisaged for use in non-stick coatings and solid items in both industrial and domestic applications - typically for repeated use - for all food types and in all food contact situations.
“In rare cases single-use articles and unsintered applications are foreseen," said the CEF Panel.
